Chofu International Friendship Association (CIFA) was established in November 1994 as an association for promoting the internationalization of the regional community, as well as citizen-centered grassroots international exchanges utilizing the originality and ingenuity of local citizens. CIFA currently organizes a wide variety of different activities including Japanese language learning support for foreign residents (for elementary and middle school students; for parents raising children; and for adults (for high school students and above)). It also conducts introductory cultural events, and opportunities for exchanges via cooking and outdoor activities, etc. In addition to offering educational activities that put a focus upon the themes of international exchange and the understanding of other cultures, the Association also cooperates with a number of international exchange groups. What is more, it conducts disaster-preparedness events and other occasions that utilize easy Japanese, along with also undertaking to dispatch translation and interpretation volunteers. Since 2015, CIFA has also offered foreign language exchanges that are run by exchange students. These give people an opportunity to enjoy interactions in a number of languages.

Closed on Sundays and national holidays. The Culture Hall Tazukuri is closed on the fourth Monday and Tuesday of each month. It is also sometimes closed on the third Monday and Tuesday.
