Let's Use Houterasu (Japan Legal Support Center)!

During a company lunch time, the always cheerful Lin appears somewhat gloomy. Victor, Lin's colleague, picks up on this and asks her what is wrong.

Let's Use Houterasu (Japan Legal Support Center)!

Victor

Lin, you seem a bit glum. Is there something on your mind?

Lin

Actually, a friend of mine is experiencing some legal trouble. She moved house recently, however, her previous landlord is being difficult regarding the return of her security deposit. I would really like to help her out, but I don't know much about Japanese law either.

Victor

I see. What about consulting with the Japan Legal Support Center (JLSC)?

Lin

The JLSC? What's that, I haven't heard of it before.

Victor

The JLSC is a consultation service that anybody can use when experiencing legal trouble. It is a public institution that has been established by the national government.

Lin

I knew nothing about such a service. And foreign residents can use this service as well?

Victor

Yes, they can. There are no problems at all with foreign residents using the service.

Lin

If that is the case, I will tell my friend about it! How does one go about using the JLSC?

Victor

The first step is to call the JLSC telephone support line. They can give you information regarding legal measures that can come in handy when resolving problems. They can also introduce you to related institutions such as bar associations and judicial scrivener associations, etc.

Lin

But my friend is also from China. It might be difficult for her to talk about complex matters in Japanese. She is also not familiar with Japanese legal terminology.

Victor

There is no need to worry because they also have a service that provides information in multiple languages. Of course, they offer Chinese; they are also able to respond in English, Portuguese, Spanish and Korean.

Lin

Wow, if you can communicate with no problems, then you can consult with the JLSC while experiencing peace of mind.

It seems that Lin is still concerned about something.

Lin

So what happens if we decide to call the JLSC telephone support line, and it turns out that my friend needs to consult with a legal specialist? It costs a lot of money to consult with a lawyer. Perhaps my friend doesn't have the financial means to do so.

Victor

The JLSC also has a free-of-charge legal consultations system for persons without the financial means to receive necessary legal consultations.

Lin

I see. If my friend was able to utilize such a system, I believe it would help her greatly.

Victor

Actually, an acquaintance of mine has used the free legal consultations service that the JLSC Tokyo offers to foreign residents. He told me that it really helped him out. This service is not just in English. Because you can also call on the services of a Chinese interpreter, such a service might really help your friend.

Lin

Yes, my friend might also be very grateful to use such a service. By the way, where is the JLSC Tokyo located?

Victor

They were in Yotsuya; however, in March this year they relocated to Shinjuku. Free consultations at JLSC Tokyo for foreign residents are held on Thursdays each week from 1:00 PM until 4:00 PM. I also believe it is necessary to telephone them and make an appointment in advance.

Lin

I will convey this information to my friend immediately.

Victor

First, I will tell you the telephone number of the multi-language information service. You might then like to call them.

Lin

Thank you very much Victor. I feel a little more relaxed knowing there is somewhere my friend and I can consult.
